I never write about my personal life, nor about my personal experiences, even on Facebook. I am</div>

not the kind to post photos of her last vacation and distribute them widely. Nor am I inclined to brag</div>

about any successes I may have been lucky enough to achieve. I don’t even talk about the</div>
<div align="LEFT">
competition my nephew won this last weekend. I am normally a reserved, somewhat introverted and</div>
<div align="LEFT">
discrete person. Like many of my friends from Kyrgyzstan, I avoid talking about myself. What I am</div>
<div align="LEFT">
is a social scientist, a psychology professor at a Canadian university, who teaches classes in</div>
<div align="LEFT">
statistics and conducts research in social psychology with my graduate students. When I write, I</div>
<div align="LEFT">
report on the results of research that I have been conducting on different topics such as the tensions</div>
<div align="LEFT">
between Anglophones and Francophones in Canada. I never write “opinion” pieces because I have</div>
<div align="LEFT">
been trained as a scientist where personal views are not valued.</div>
<div align="LEFT">

But today is different!</div>
<br />
<div align="LEFT">
Today is different because today I will share my very personal story, or more specifically the story</div>
<div align="LEFT">
of the child I want to adopt, Nikita, now a four and a half year old boy. Nikita is waiting for me, his</div>
<div align="LEFT">
Canadian “mama”, at the Bishkek Baby House. He has been waiting since he was eight months old.</div>
<div align="LEFT">
Nikita is dreaming of the day I will take the plane with him and bring him home. He does not</div>
<div align="LEFT">
understand why I keep going to see him every single day for a month, and then abandon him for</div>
<div align="LEFT">
many months, then come back to him, and then leave him again. This vicious cycle has been going</div>
<div align="LEFT">
on for four long years.</div>
<div align="LEFT">
More generally, I want to comment on the 65 children and families whose lives have been</div>
<div align="LEFT">
destroyed because of the first moratorium on adoption that was imposed by Kyrgyzstan in February</div>
<div align="LEFT">
2009. We are labeled the “Kyrgyz 65.” We, the Kyrgyz 65, were all given an official proposition of</div>
<div align="LEFT">
a child by the Kyrgyz government. Immediately following the official proposition, I, like most of</div>
<div align="LEFT">
the other “Kyrgyz 65,” travelled to Kyrgyzstan to meet and bond with our children. The adoption</div>
<div align="LEFT">
process had begun, we had bonded with our children, we knew them intimately, and then came the</div>
<div align="LEFT">
moratorium. A moratorium before bonding is difficult, but introducing a moratorium after the</div>
<div align="LEFT">
bonding process is extremely painful for both the children and the adoptive parents.</div>
</span><br />
<b><span style="font-family: TimesNewRomanPS-BoldMT;"><div align="LEFT">
Today</div>
</span></b><br />
<span style="font-family: TimesNewRomanPSMT;"><div align="LEFT">
Today, in Kyrgyzstan there are rumors of a second moratorium or more additional delays on</div>
<div align="LEFT">
international adoption. With a moratorium, the process of international adoption will again be</div>
<div align="LEFT">
delayed.</div>
<div align="LEFT">
That is why today I am writing to you about Nikita. Today, I am humbly kneeling down and</div>
<div align="LEFT">
begging you, the Kyrgyz government and the Kyrgyz people, to open your hearts and let us, the</div>
<div align="LEFT">
“Kyrgyz 65,” officially and legally adopt our children.</div>
</span><br />
<i><span style="font-family: TimesNewRomanPS-ItalicMT;"><div align="LEFT">
Please, do not hold another moratorium on international adoption.</div>
<div align="LEFT">
Please, for those who have already bonded with their child, do not impose any additional delays in</div>
<div align="LEFT">
the process, and this for the well-being of the children.</div>

A second moratorium or any additional delays is more than just a delay, it is a catastrophe for the</div>
<div align="LEFT">
long-term physical and psychological well-being of our children. Our children have special needs,</div>
<div align="LEFT">
and were proposed to us by the government four years ago because of their special physical and</div>
<div align="LEFT">
psychological needs.</div>
<div align="LEFT">
What should I tell Nikita now? Can he understand that I love him? After the trauma of being</div>
<div align="LEFT">
abandoned by his biological mother, will he understand that his Canadian mother loves him even if</div>
<div align="LEFT">
she does not keep her promise to him that soon she will bring him home? How can a four year old</div>
<div align="LEFT">
understand the politics of international adoption? Will my words prevent the permanent</div>
<div align="LEFT">
psychological damage that will be Nikita’s fate if more delays are added to the adoption process? I</div>
<div align="LEFT">
don’t think so.</div>

Over the past 10 years, the number of orphans in Kyrgyzstan has increased significantly. In</div>
<div align="LEFT">
Kyrgyzstan alone, approximately 6 000 children are now orphans due to the difficult political and</div>
<div align="LEFT">
economic conditions in the country. Kyrgyzstan welcomed international adoption in 2008 for the</div>
<div align="LEFT">
first time in history because adoption by families from Kyrgyzstan, which is the preferred option,</div>
<div align="LEFT">
was not sufficient to take care of all the children. Specifically, there were not enough parents to take</div>
<div align="LEFT">
care of these needy children who are in desperate need of special physical and psychological care.</div>
<div align="LEFT">
So, international adoption was opened to offer the chance for every child from Kyrgyzstan to</div>
<div align="LEFT">
maximize his or her well-being.</div>
<div align="LEFT">
Since 2002, I have had numerous opportunities to come to know the Kyrgyz Republic and its</div>
<div align="LEFT">
people. I consider Kyrgyzstan to be my “second country” and I love it so much! I have been in</div>
<div align="LEFT">
Issyk-Kul many times, even in the winter. I have worked in Bishkek for periods of time ranging</div>
<div align="LEFT">
from 2 weeks to one year. In total, I have been to the Republic of Kyrgyzstan more than 10 times</div>
<div align="LEFT">
since 2002, including one year working as a professor at the American University of Central Asia</div>
<div align="LEFT">
During all my visits, I was also lecturing at various universities (Slavonic University, Kyrgyz</div>
<div align="LEFT">
National University, and Bishkek Humanitarian University) as well as collaborating with Kyrgyz</div>
<div align="LEFT">
colleagues, with whom I offered courses in statistics and research methodology. I have learned to</div>
<div align="LEFT">
speak Russian fluently which helped greatly in my interactions with students and ongoing</div>
<div align="LEFT">
collaborations with faculty. I have many friends, students, and colleagues here. When I come to</div>
<div align="LEFT">
Kyrgyzstan, I live with one Babushka and her family, which have become like my own family over</div>
<div align="LEFT">
time.</div>
<div align="LEFT">
When Kyrgyzstan opened for international adoption in 2008, I dutifully completed the paper work</div>
<div align="LEFT">
through my Canadian agency, Alliance des Familles du Québec. I always wanted to adopt a child in</div>
</span><span style="font-family: TimesNewRomanPSMT;">need, and adopting from Kyrgyzstan was for me ideal because already, I considered Kyrgyzstan to</span><br />
<span style="font-family: TimesNewRomanPSMT;">
<div align="LEFT">
be my second country. For me, adopting from Kyrgyzstan has many advantages. I can easily help</div>
<div align="LEFT">
my child maintain his language and also facilitate the development of a strong tie with Kyrgyzstan</div>
<div align="LEFT">
and its people through my family here and my colleagues. Because I know the country and its</div>
<div align="LEFT">
people so well, and because I have an on-going collaboration with universities in Kyrgyzstan,</div>
<div align="LEFT">
Nikita is certain to benefit. Because I have seen Kyrgyzstan and lived there for long periods of time,</div>
<div align="LEFT">
I can tell Nikita many stories about Kyrgyzstan’s history and its people. When he gets a bit older,</div>
<div align="LEFT">
we are sure to make many visits to Issyk-Kul together.</div>
</span><br />

Nikita</div>

<span style="font-family: TimesNewRomanPSMT;"><div align="LEFT">
Nikita, was and still is, a child with special needs. But I am proud to say that I have contributed a lot</div>
<div align="LEFT">
to his development. Anyone at the Bishkek Baby House can confirm what I am saying. The nannies</div>
<div align="LEFT">
know that Nikita at eight months, when I first held him in my arms, could not hold his head up,</div>
<div align="LEFT">
could not sit, and had his tongue hanging out all the time. He was a very weak child with pulmonary</div>
<div align="LEFT">
problems. When I first met Nikita, he was very ill, small in stature and under-weight. I cared for</div>
<div align="LEFT">
him, found medical care for him, and helped in his physical development (i.e., food, clothes, toys,</div>
<div align="LEFT">
etc.). I have made several trips to Kyrgyzstan, usually for a one month period, once or twice a year.</div>
<div align="LEFT">
On each visit, I spend time with Nikita every day socializing with him, and talking with him in</div>
<div align="LEFT">
Russian, and taking care of his daily needs. When I am not in Bishkek with Nikita, there is not a</div>
<div align="LEFT">
single day that I do not think about him. I loved him like my son since the very first day, and our</div>
<div align="LEFT">
mutual attachment is very strong. In other words, my bonding with Nikita is mutual, emotional and</div>
<div align="LEFT">
very solid.</div>

First moratorium</div>

By instigating the first moratorium in 2009, Kyrgyzstan wanted to improve their adoption process</div>
<div align="LEFT">
so that its children would be taken care of. I understood that Kyrgyzstan needed to improve its</div>
<div align="LEFT">
procedure for the well-being of the children.</div>
<div align="LEFT">
Despite the moratorium, and despite my despair at having to wait more, I patiently waited so that</div>
<div align="LEFT">
Kyrgyzstan could readjust itself and develop procedures for international adoption.</div>
<div align="LEFT">
Of course, it was difficult for me, because nothing was ever clear. I was told after each delay that</div>
<div align="LEFT">
there would be another delay, until the moratorium was finally lifted—about three years later. And</div>
<div align="LEFT">
even then, I had to wait so that our agency could regain official accreditation, which we did in April</div>
<div align="LEFT">
2012.</div>
</span><br />
<span style="font-family: TimesNewRomanPSMT;"><div align="LEFT">
After every delay, I was told by the authorities, and by my friends: “Be patient Roxana! Just another</div>
<div align="LEFT">
2 months! ” Despite my sadness and frustration, I understood that it was important for Kyrgyzstan</div>
<div align="LEFT">
to develop an international adoption process it can be proud of. Again, all this for the well-being of</div>
<div align="LEFT">
children.<br />
</div>
<div align="LEFT">
But what about my Nikita?</div>
<div align="LEFT">
Did Nikita understand, and does he understand now? No.<br />
</div>
<div align="LEFT">
Nikita is too young to understand the politics of international adoption. In his mind, he had a</div>
<div align="LEFT">
Canadian mother that kept loving him and abandoning him. First, he had a biological mother who</div>
<div align="LEFT">
abandoned him when he was about five months old. He was then put in an institution and after three</div>
<div align="LEFT">
months he was introduced to a Canadian mother. His Canadian mother, me, was with him, took care</div>
<div align="LEFT">
of his physical needs and loved him more than anything for a month but then was forced to leave</div>
<div align="LEFT">
Nikita for several months. I would then return for a month, only to leave again and then come back</div>
<div align="LEFT">
and then leave, in an ongoing dysfunctional cycle. Every time I would see Nikita, I thought that it</div>
<div align="LEFT">
was just another short delay. Never did I expect that it would go on for four years.</div>
<div align="LEFT">
How can Nikita survive more delays and abandonment? How can I survive more delays and</div>
<div align="LEFT">
abandonment?</div>

On June 15th</div>

<span style="font-family: TimesNewRomanPSMT;">2012 I was allowed to officially begin my second bonding with Nikita. I understood</span></div>
<span style="font-family: TimesNewRomanPSMT;">
</span><span style="font-family: TimesNewRomanPSMT;">that I had to go through the whole process again from the beginning. For Nikita, I was ready for</span><br />
<span style="font-family: TimesNewRomanPSMT;">
<div align="LEFT">
anything. As soon as Nikita saw me, he began running towards me and shouting “mama!” I held</div>
<div align="LEFT">
him very tight, and told him in Russian that I love him, and that this time, in about three months, I</div>
<div align="LEFT">
would be bringing him home. For years now Nikita keeps asking me the question: “Mama! When</div>
<div align="LEFT">
are we taking the plane to go home?” At the orphanage, the nannies that take care of Nikita tell him</div>
<div align="LEFT">
that his mother lives where a plane goes, and so these are the words that he knows. I don't have an</div>
<div align="LEFT">
answer to that question. Because of my care over the years, Nikita is now more healthy physically,</div>
<div align="LEFT">
despite his very small stature and his pulmonary problems. At a psychological level, he needs much</div>
<div align="LEFT">
more help and love, and this is why I now worry every day. He is so hyper-active and can’t focus on</div>
<div align="LEFT">
anything. The nannies tell me he does not listen to anyone. With me, I find him a little bit calmer.</div>
<div align="LEFT">
However, I am worried about his intellectual development. I believe that he needs family structure,</div>
<div align="LEFT">
stability and love, every minute of every day—not one month at a time every few months.</div>
<div align="LEFT">
With the possibility of a second moratorium or more additional delays, I am worried that Nikita’s</div>
<div align="LEFT">
development will be arrested, and that the impact of a new abandonment from my part --- in his</div>
<div align="LEFT">
eyes --- will cause permanent psychological damage. As an example, when I was engaged in the</div>
<div align="LEFT">
bonding process this last June, every time I would go away at lunch time or in the evening, he</div>
<div align="LEFT">
would cry so much that I would hear him in the street when I was walking away from the</div>
<div align="LEFT">
orphanage. My heart was broken every time. Imagine Nikita’s heart. The nannies told me that he</div>
<div align="LEFT">
was always watching the window, before I came to the orphanage, both morning and afternoon, and</div>
<div align="LEFT">
asking them: “When is mama coming to see me?” As soon as I arrived back in Canada after my</div>
<div align="LEFT">
bonding, I phoned Nikita, and he asked me the same question three times: “Mama, when are you</div>
<div align="LEFT">
coming back to me?”</div>
</span><br />
<b><span style="font-family: TimesNewRomanPS-BoldMT;"><div align="LEFT">
A second moratorium or any other delay is not just another delay, it is a catastrophe for</div>

Nikita!</div>

Nikita needs a mother. I have committed to be his mother. He needs your help. He needs that you</div>

do not hold another moratorium, or any other additional delays, because all he wants is a normal life</div>
<div align="LEFT">
where everyday he can wake up knowing that his mother loves him more than anything else and</div>
<div align="LEFT">
will take care of him. He deserves a permanent family to call his own.</div>

My plea</div>
</span></b><span style="font-family: TimesNewRomanPSMT;"><div align="LEFT">
<br />
Along with my Canadian agency, I can attest that we have followed the entire adoption process with</div>
<div align="LEFT">
integrity. I have waited for the official letter allowing me to visit Nikita, even if that meant I could</div>
<div align="LEFT">
not see him the moment I set foot in Kyrgyzstan or for many months after the first moratorium was</div>
<div align="LEFT">
lifted. I have provided the Government with all the information they need in an expeditious manner.</div>
<div align="LEFT">
I am grateful for the work that people in the Ministry of Social Protection do to protect the children.</div>
<div align="LEFT">
I am convinced that with some minor adjustments, the overall process of international adoption will</div>
<div align="LEFT">
become extremely efficient over the next few weeks. The Hague convention provides a rich</div>
<div align="LEFT">
framework under which control is increased so that abuses are avoided. I believe that Kyrgyzstan</div>
<div align="LEFT">
has the potential to become an example of integrity in international adoption that is applauded by</div>
<div align="LEFT">
the international community.</div>
<br />
<div align="LEFT">
I am pleading here again, begging, crying, so that the process of international adoption will continue</div>
<div align="LEFT">
smoothly in Kyrgyzstan. I love Kyrgyzstan. And I always respected the fact that your country</div>
<div align="LEFT">
wanted to have efficient procedures for international adoption.</div>
<div align="LEFT">
But now. I am begging that you open your heart so that we who have already bonded with our</div>
<div align="LEFT">
children can quickly adopt officially and legally our children without too much permanent longterm</div>
<div align="LEFT">
physical and psychological damage to their well-being.</div>

Et cette nouvelle étape de notre adoption n'y fait pas exception.<br />
Apres être arriver le 25 juin, avoir attendu 5 jours pour avoir notre première lettre qui nous proposait officiellement Alina. Nous avons dû attendre au 4 juillet pour avoir notre deuxième lettre nous autorisant rencontrer notre deuxième fille et donc le "Bonding" n'a commencé qu'a cette date. Nous ne sommes que la deuxieme famille a obtenir une nouvelle proposition selon les nouvelles lois en vigueur, alors nous comprenons que nous devons être patient et compréhensif malgré le stress que ca occasionne.<br />

Il faut savoir que pendant que nous attendions, beaucoup de choses se sont passé en arrière plan, dont la signature de La Haye le 29 juin, ce qui a expliqué le premier délai pour avoir la signature de la sous-ministre. <br />
<br />
Donc a partir du 4 juillet nous avons commencé notre bonding de 10 jours qui est requis par la loi Kirghize. Ensuite nous pourrons déposé notre demande pour la cour et ainsi devenir les parents de Alina.Nous aurons par la suite une période d'attente de 30 jours et pourront ensuite sortir Alina de l'orphelinat.<br />

Je pensais faire comme avec notre premiere adoption et mettre un post par jour sur le blog mais les horaires chargés par deux rencontres par jour avec notre fille et avec une puce de 4 ans , cela a tout simplement été impossible.<br />
<br />
A mon retour , je ferai un résumé de notre voyage qui n'a pas été de tout repos. Finalement a Bishkek. Notre voyage a bien mal commencé , notre vol qui partait de Burlington vers JFK a été retardé, dû a un orage qui aurait semble t'il fait des domages et une panne causant la fermeture complete de tout les aéroports de la cote est. <br />
Nous étions assis a l'aéroport avec une petite qui nous répétait "on y vas tu voir ma soeur" , et puis de l'autre coté les compagnies aériennes cancellaient leur vol sur JFK une apres l'autre... et puis finalement 6 heures plus tard on décolle pour arriver 10 minutes apres que notre correspondance soit parti sur Istanbul.<br />
Alors la, pas de chance , on essait ensuite de trouver un hotel mais comme pleins de vols ont été annulé, ils sont tous pleins. On a alors dû se résigner et on s'est trouver un petit coin tranquille et on a dormi sur le plancher , j'ai a peine fermé l'oeil mais il semblerait que notre fille ait aucun problème avec ca , car elle a dormi 6 heures par terre.<br />
<br />
Donc on a passé la journée suivante a arpenter cet aéroport, car le nouveau vol vers Istanbul était a 18h25. Je vous dis que maintenant JFK , n'a plus de secret pour nous !<br />
<br />
Arrive l'heure de notre vol , tout est beau , mais on ne peux pas décoller ...pourquoi ... on n'a jamais vraiment su ... mais avec 2 heures de retard ... on s'est finalement envolé.<br />
<br />
A Istanbul, il y a un hotel a l'intérieur de la zone international , alors on a pris un petit forfait 3 heures , on en a profiter pour se laver et changer. J'ai rarement été aussi contente de prendre une douche. Ensuite le vol vers Bishkek s'est bien passé et nous arrivé pile a l,heure dite.<br />
<br />
Notre chauffeur et coordinateur était la pour nous accueuillir. Quel contraste avec janvier 2009.<br />
Nous sommes arrivés a notre hotel et avons pris quelques heures de répis pour faire une sieste et essayer de récupérer du décalage horaire.<br />
<br />
En apres-midi , nous avons rencontré Bekah ( la fille de John) qui vit ici pour quelques temps et avec elle nous sommes allé visiter un appartement ... nous allons y emménagé des demain. Il y a toute les commodités dans l'appart et même une super TV. Ce sera notre petit chez nous pour les deux prochaines semaines.<br />

Demain, nous espérons allé aux ministere de la propection sociale pour obtenir notre lettre nous permettant d'aller au Baby house...Stay tune<br />

Après plus de deux ans d'absence sur ce blog, <br />

C'est avec beaucoup d'émotions que nous avons suivi de tres près les développements et rebondissements de ce pays. <br />
<br />
En avril 2010, un reversement politique nous a apporté un vent d'espoir, car ce nouveau gouvernement voulait vraiment faire avancer les choses. Apres un référendum en juin 2010, une élection parlementaire en octobre 2010 et une élection présidentielle en octobre 2011.<br />
La République Kirghize a voté et amendé ses lois sur l'Adoption internationale, ce qui a permis a l'agence d'adoption, Alliance des familles du Québec, de déposer sa demande d'accréditation cet hiver. L'agence a reçu son approbation des autorités le 4 mai 2012 et nous avons réactivé notre dossier auprès du SAI. <br />
<br />
Nous recommencons donc notre processus d'adoption dans ce pays que nous avons appris a connaitre au fil des années, mais cette fois ci pour notre deuxième fille. Car durant toute cette attente, nous avons eu le bonheur d'acceuillir notre fille Gabrielle du Kazakhstan en décembre 2010 , mais aussi nous avons appris que la petite fille que nous avions rencontré en janvier 2009 n'était plus disonible a l'adoption internationale. Apres le choc et la peine de cette nouvelle , nous avons décidé de poursuivre notre route vers notre deuxième trésor.<br />
<br />
Et donc, durant le dernier mois nous avons refait notre dossier d'adoption et vendredi dernier le 1er juin , notre dossier s'est envolé vers Bishkek , République Kirghize. <br />

Donc, comme on nous a dit que ca pourrait prendre jusqu'a 2 ans pour voter et mettre en place la nouvelle législation, nous avons décidé de nous diriger vers le Kazakhstan, notre agence est dévasté tou autant que nous de cette situation.<br />

C'est le coeur déchiré que nous avons donc envoyé cette fameuse lettre au SAI.<br />

Une lettre a été écrite pour le Président et le nouveau premier ministre et ce sont des officiels du gouvernement des USA qui iront porter cette lettre, j'ai fais la demande au <span class="blsp-spelling-error" id="SPELLING_ERROR_3">SAI</span> de joindre une nouvelle lettre des autorité Québécoise, cette délégation nous a inclus d'emblée dans toute ces démarches, je ne pourrai jamais assez les remercier pour ce qu'ils font pour nous.<br />De plus, une maman des US est impliqué avec les droits de l'homme (<span class="blsp-spelling-error" id="SPELLING_ERROR_4">ONU</span>) et l'ombudsman du <span class="blsp-spelling-error" id="SPELLING_ERROR_5">Kyrgyzstan</span> car malheureusement sa fille a fait une Hydrocéphalie et elle aura des séquelles permanentes ( surdité et retard mental) C'est tellement triste tout cela. Notre fille grandit toujours, et le parlement a une nouvelle fois repoussé la date a laquelle ils doivent se décider sur ce qu'ils vont faire on en est a attendre, notre nouvelle date , le 15 février 2010. Ce nouveau délai n'est pas une surprise en soi , depuis un an ce n'est que cela.<br />

La bonne nouvelle c'est que j'ai réussi a rejoindre et rencontrer mon député provincial et fédéral, ils m'ont promis leur aide, et au provincial ils regardent pour écrire une lettre au Président. Car ce que j'ai oublié de vous dire c'est qu'en septembre le premier ministre Chudinov s'est rendu a Washington pour une réunion des United Nations, et des sénateurs américains avaient réussi a le rencontrer et a lui soutirer la promesse de faire quelques choses pour les parents et enfants ayant été apparenté. Malheureusement , le président Bakiev a demandé sa démission 3 semaines plus tard.... complètement ridicule.... <br />

Nous avons bien essayé d'obtenir un entretien mais ça été un échec. Par contre certaines personnes au États-Unis ont réussi a le rencontrer.<br />
Il a dit qu'a son retour il parlerait à la personne responsable mais qu'il ne voyait pas pourquoi les familles qui ont déjà voyager ne serait pas réuni... reste a voir s'il tiendra parole.<br />
<br />
En attendant, je multiplie les appels , <span class="blsp-spelling-corrected" id="SPELLING_ERROR_2">mails</span> et lettres a mes députés fédéral et provincial ainsi qu'aux affaires étrangères. <span class="blsp-spelling-corrected" id="SPELLING_ERROR_3">Ça</span> bouge un peu de ce coté, j'ai une rendez-vous la semaine prochaine avec mon député provincial et j'attends des nouvelles du fédéral, j'ai parlé a son attaché de presse vendredi dernier.<br />

Malgré qu'il n'y ait rien de nouveau pour nos dossiers. Le gouvernement a quand même travailler et les trois lois que nous attendions auraient été déposé au bureau du premier ministre. Donc, y reste plus que ce monsieur se décide et les approuvent pour qu'elles puissent être présenter au parlement. Quand tout ça sera arriver , on sera plus prêt du but , mais en attendant je la regarde grandir par photos. </div>

Il y a <span class="blsp-spelling-corrected" id="SPELLING_ERROR_2">bientôt</span> 3 semaines de cela, une délégation de parlementaire du <span class="blsp-spelling-error" id="SPELLING_ERROR_3">Kyrgyzstan</span> s'est rendu a <span class="blsp-spelling-error" id="SPELLING_ERROR_4">Washington</span> pour rencontrer des parents qui ont adoptés mais aussi plusieurs , comme moi , qui sont en attente. Le but était de leur faire comprendre nos motivations et aussi les rassurés. Car au mois de Novembre dernier des FANATIQUES de <span class="blsp-spelling-error" id="SPELLING_ERROR_5">l'Unicef</span> ont évoqués la possibilité que les bébés <span class="blsp-spelling-error" id="SPELLING_ERROR_6">Kyrgyz</span> étaient adoptés pour faire des dons d'organes....AFFREUX<br />
Ils ont faits du sensationnalisme pour leur faire peur....et <span class="blsp-spelling-corrected" id="SPELLING_ERROR_7">ça</span> a marché... ils ont tout arrêtés.<br />

Maintenant ces trois délégués travaillent très fort pour qu'on puissent ramenés nos bébés a la maison. Des sessions au parlement sont prévus demain et vendredi, ont verra bien ce qui en sortira.<br />

J'oubliais de vous parler de l'essentiel, j'ai eu de nouvelles photos de la puce, elle se tiens maintenant debout et elle a 4 dents. Basically they were children with disabilities. For children adopted by U.S. citizens, have all the information, and the issue is under the control of the Embassy of the Kyrgyz Republic in the United States, said U. Abdullaeva. The courts currently have over 80 cases of adoption. But because of the lack of legal framework, they are without consideration, said U. Le parlement devrait reprendre ses travaux le 31 mars et rendre une décision ou présenter une nouvelle loi sur la protection de l'enfance, car le 17 février , ils ont invalider l'ancienne loi. donc , présentement on est entre deux....<br /><br />J'ai aussi recu des nouvelles de ma petite perle, elle se développe bien ( j'avais laissé a l'orphelinatpour deux mois de bouffe lors de notre visite) je pense que ca a eu un impact sur son développement pour le mieux. Depuis notre retour c'est une succession de mauvaise nouvelles,<br />
1- Le 13 février, au lendemain de son assermentation le nouveau ministre demande une commission <span class="blsp-spelling-corrected" id="SPELLING_ERROR_1">d'enquête</span> ou d'étude , c'est personne doivent remettre leur rapport pour le 20 mars<br />
2- le 17 février le nouveau ministre du ministère de l'éducation fait voter un décret mettant un moratoire sur les adoption internationale jusqu'au 31 mars ( aucun dossier n'ira en cour avant cette date ). Date a laquelle , ils auront en main le rapport du 20 mars et devront rendre une décision....laquelle nous ne le savons pas.<br />
3- Depuis une semaine , parution dans les journaux du <span class="blsp-spelling-error" id="SPELLING_ERROR_2">Kyrgyzstan</span> de plusieurs cas d'irrégularités dans des dossiers d'adoption internationale , 3 en <span class="blsp-spelling-error" id="SPELLING_ERROR_3">Uzbekistan</span>, 3 au USA et une en Allemagne.... tout pour nous aider quoi !!!<br />
4- Demande faite a notre gouvernement (<span class="blsp-spelling-error" id="SPELLING_ERROR_4">SAI</span>) de nous aider pour que les dossiers Canadiens soient traité. Nous devrons attendre au 31 mars et voir si le gouvernement <span class="blsp-spelling-error" id="SPELLING_ERROR_5">Kyrgyz</span> fait des demandes.... <span class="blsp-spelling-corrected" id="SPELLING_ERROR_6">ça</span> circule <span class="blsp-spelling-corrected" id="SPELLING_ERROR_7">déjà</span> entre les branches que le gouvernement <span class="blsp-spelling-error" id="SPELLING_ERROR_8">Kyrgyz</span> voudrait signer un traité avec chaque pays qui veux faire des adoptions avec eux.... le problème c'est que le Canada en a <span class="blsp-spelling-corrected" id="SPELLING_ERROR_9">déjà</span> signer un traité...c'est la convention de <span class="blsp-spelling-error" id="SPELLING_ERROR_10">La Haie</span>. S'ils veulent une entente spéciale, <span class="blsp-spelling-corrected" id="SPELLING_ERROR_11">ça</span> pourrait prendre des mois a se régler car <span class="blsp-spelling-corrected" id="SPELLING_ERROR_12">ça</span> tombe sous juridiction fédérale au affaires étrangères. En attendant , eh bien notre puce grandit a l'orphelinat.<br />

<span class="blsp-spelling-corrected" id="SPELLING_ERROR_13">Ça</span> résume assez bien la situation, je me relirai demain et <span class="blsp-spelling-error" id="SPELLING_ERROR_14">peut-être</span> que j'apporterai certains éclaircissements.<br />Brigitte et Claudehttp://www.blogger.com/profile/03765991717156358596noreply@blogger.com9tag:blogger.com,1999:blog-791103617625356235.post-72338272536613455472009-02-06T12:08:00.008-05:002009-02-06T14:09:34.600-05:00Retour en arrière, Jour J !Je reviens en arrière pour vous partager notre première journée, notre jour J ou nous sommes devenu une famille.<br /><br />Comme rien n'est simple au Kyrgyzstan et que tout change rapidement, nous avons eu très peur a un certain moment de ne pas recevoir la proposition.<br /><br />Mais voici :<br /><br /><br />La veille notre coordinateur nous dit qu'il nous appellera vers midi donc vers 9h30 on décide d'aller prendre une marche et a 11h00 on reviens et a la réception on nous dit qu'on a manqué un appel....haaaaaaaaa ... vous imaginez ma panique...., nous recevons finalement l'appel de notre coordinateur vers 11h20 et on doit se préparer et être devant la porte pour 12h30 car nous sommes attendu a 14h00 par la directrice de l'orphelinat de Tokmok.<br /><br />A notre arrivée, notre coordinateur nous laisse dans la voiture pour aller s'entretenir avec la directrice en privé... silence complet dans l'abitacle de la voiture... J'essayais pour ma part d'imaginer a quoi elle allait ressembler et je me disais qu'il ne fallais surtout pas que je pleure pour ne pas lui faire peur...<br /><br />Finalement après 10 minutes ...INTERMINABLE... notre coordinateur reviens et nous dit de le suivre....BOING..BOING...BOING... ca c'est mon coeur qui s'est mis a battre a toute vitesse.<br /><br />Présentation d'usage avec la directrice et une entrevue sur nos motivations.... j'vous dis pas , j'avais le motton, une chance que j'étais obligé de m'arrêter pour qu'il traduise, ca me permettais de respirer. Et puis ...c'est fini ... la directrice se lève et nous fait signe de la suivre...<br /><br />On nous assis dans une salle , qui sert visiblement de salle communautaire et d'aire de jeux pour les tout petits.... et on attends.... et la porte s'ouvre sur notre fille....WOW... c'est comme un vague qui déferle a l'intérieur , un peu comme quand on boit un alcool fort et qu'on le sent descendre ( désolé c'est la seule comparaison que j'ai trouvé qui se rapproche ) ...mais c'est une vague de pur bonheur :)))))<br />La nounou s'approche et la dépose dans mes bras, elle n'est pas du tout effrayé , elle nous regarde, moi et Claude, et elle nous écoute pendant qu'on lui mumure des mots doux a son oreille. Nous passons une demi heure avec elle ...ca a passé a la vitesse de l'éclair... et déja on doit la quitter, mais nous reviendrons demain ma puce.<br /><br />Retour en voiture jusqu'a notre hotel, les yeux dans le vague a revasser a notre poussinette. J'espère qu'elle me pardonnera de l'avoir laissé la-bas.<br /><br />Les prochaines étapes, sont<br /><br />1- l'obtention d'une date de court<br />2- Quand nous aurons notre date et que nous aurons passée en court il nous restera 30 jours de délai d'appel.<br />3- après le 30 jours. Elle est petite pour 6 mois, elle ne pèse que 8kg . Mais on compte bien lui faire rattraper quand elle sera a la maison.<br />Je ne peux malheureusement pas mettre de photos jusqu'a ce que nous soyons passer en cour. et nous ne savons pas quand nous aurons cette date car il y a beaucoup de changement au gouvernement même, plusieurs personnes ont été remercié, dont deux principaux intervenants dans les dossiers d'adoptions internationales. ( le ministre des affaires étrangères et la ministre de l'éducation, dans le cas de cette dernière tout le monde s'en réjouit car elle était contre les adoption internationale...bon débarras) Mais les changements semble très positifs,...alors on se croisent les doigts pour que ca arrive très vite.</div><div align="justify"> </div><div align="justify">Désolé pour le délai mais je voulais l'autorisation de mon agence pour mettre l'info. Le pourquoi du blog privé, comme rien n'est encore officiel au niveau de notre dossier, notre agence nous a demandé de ne rien mettre sur le blog, la seule manière de pouvoir mettre de l'info était de le mettre privé pour le temps que tout se règle.<br />

Rien n'est comme nous en Amérique du nord...quel choc...de plus comme nous sommes seuls, le choc est grandement amplifié. Je dois dire que le peuple Kyrgyze est sympatique et même s'il ne nous comprennent pas, ils nous aident a trouver quelqu'un qui le pourra.<br />

Nous avons rencontré notre coordinateur ici, et il allait a l'orphelinat aujourd'hui pour préparer notre visite. <br />
